Activity Title:

Consultancy to Develop and Operationalize an Emergency Medical Service System

Details:

The Government of Grenada (GOG) has received funding from the World Bank to embark on a seven-year (7) year (2019-2026) programme; the “OECS Regional Health Project” and intends to apply a portion of the proceeds, to eligible payments to support the engagement of a Curriculum Consultant for which this invitation is issued.

The Development Objectives of the Project are to (i) improve preparedness capacities of health systems for public health emergencies in the OECS region, and (ii) provide a response in the event of eligible crises or emergencies. The Project consists of four components as follows:

1. Improved Health Facilities and Laboratory Capacity

2. Strengthening Public Health Surveillance and Emergency Management

3. Institutional Capacity Building, Project Management and Coordination

4. Contingency Emergency Response Component (CERC)

 

The objectives of the consultancy are to:

1. Conduct a feasibility study to determine the most suitable EMS model for Grenada (public, private, or hybrid).

2. Recommend an EMT training and certification program aligned with international and regional standards.

3. Define operational requirements, including workforce, infrastructure, and equipment needs.

4. Draft enabling policy and legislation instruments to regulate EMS and EMTs.

5. Develop a phased implementation and sustainability plan, including financial estimates.

 

The contract’s duration is 5 months. The assignment is expected to start in January 2026.
