BATTERY STORAGE SYSTEM PROJECT

Procurement of: Design, Supply and Installation of Battery Energy Storage System – BESS (5.5 MW/11 MWh), ICB-01

INVITATION TO BID – PLANTS

The Government of Grenada (GOG) / the Grenada Electricity Services Ltd. (GRENLEC) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to approximately USD8,700,000 provided by the Government of Canada through the Department of Foreign Affairs, Trade and Development (DFTAD) under the Supporting Resilient Green Energy (SuRGE) Initiative in the Caribbean, the United Kingdom through the Foreign, Commonwealth and Development Office (FCDO) under the Sustainable Energy for the Eastern Caribbean (SEEC) Programme and the European Union through the Caribbean Investment Facility (EU-CIF) under the SEEC Programme towards the cost of the Battery Storage System Project and intends to apply a portion of the proceeds to eligible payments under this contract.

The Loan Agreement and the Grant Agreement prohibit a withdrawal from the Loan Account and the Grant Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOG and GRENLEC shall derive any rights from the Loan Agreement and the Credit Agreement or have any claim to the proceeds of the Loan and the Grant.

GRENLEC is the Executing and Implementing Agency for the Project. GRENLEC invites electronic bids from eligible and qualified bidders for Design, Supply and Installation of Battery Energy Storage System (5.5 MW/11 MWh). The contract includes, but may not be limited to, the following:

(a) Design and Engineering Services;

(b) Plant and Equipment;

(c) Installation, Testing, Commissioning and Other Related Services;

(d) Site Coordination and Interface Management; and

(e) Maintenance Services and Non-Warranty Corrective and Unscheduled Services.

The bidding process is conducted according to the procedures specified in the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website and is open to all bidders from eligible countries.

Bidders from all countries are eligible to participate.

Bidders are advised to review the relevant eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website.

Eligible bidders will be required to submit full qualification information, including Forced Labor Performance Declaration and Forced Labor Declaration, with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted.

Qualification requirements include, inter alia:

(a) an average annual turnover, defined as certified payments received for contracts in progress or completed, of at least ten million United States Dollars (USD10,000,000) calculated based on the best five (5) of the last seven (7) years;

(b) a demonstrable cash flow (including access to credit) of at least three million United States Dollars (USD3,000,000);

(c) experience as prime contractor, JV member, management contractor or subcontractor in the construction of at least three (3) contracts similar to the proposed Plant and Installation Services, each with a value at least USD4,000,000 and one of which has been completed and operational and the others have been satisfactorily and substantially completed, i.e. 80% or more works completed under the contract, between 1st January 2020 and Bid submission deadline. Similarity shall be based on the physical size, complexity, methods/technology used or other characteristics, as described in the Bidding Document. In particular, reference shall be made to projects involving the design, supply, and installation of utility-scale, grid-connected, containerised BESS with a minimum capacity of 15 MWh, including similar use cases and consideration of cybersecurity aspects, preferably in small island countries.

(d) a minimum experience in the following key activities successfully completed for the above and any other contracts (substantially completed and under implementation) as prime contractor, joint venture member, or sub-contractor between 1st January 2020 and Bid submission deadline:

(i) design and engineering of at least three (3) battery energy storage systems or similar electrical installations;

(ii) installation and integration of BESS or similar electrical infrastructure, including at least three (3) projects of not less than 5 MW / 10 MWh;

(iii) at least three (3) fire safety systems for BESS

(iv) experience in at least three (3) projects involving grid connection and integration at medium or high voltage level;

(v) experience in at least two (2) projects involving integration of control systems, including utility or industrial SCADA, energy management systems, communications and cybersecurity.

(vi) at least two (2) specialist testing and commissioning

(vii) microgrid / isolated operation

Activities (i), (iii), (v), (vi) and (vii) may be met through specialized sub-contractors.

(e) experience in managing Environmental, Social, Health and Safety risks and impacts in the following aspects for the above contracts and/or other contracts (substantially completed and under implementation) as prime contractor, joint venture member, or subcontractor between 1st January 2020 and Bid submission deadline:

(i) waste management, including safe handling and disposal of all waste streams;

(ii) hazardous materials management, including storage and handling;

(iii) end-of-life battery recycling and disposal;

(iv) occupational health and safety;

(v) emergency and disaster preparedness and response; and

(vi) fire safety management.

Bids (Technical Part and Financial Part) are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents. Submissions that do not provide the information required or that do not demonstrate the prospective supplier’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.

Bids (Technical Parts and Financial Parts) shall be submitted no later than October 23, 2026 at 12:00 pm AST through https://in-tendhost.co.uk/GND/aspx/Home in accordance with the procedures set out in the Bidding Document. Technical Part only shall be submitted simultaneously to address (2) below.

Each bid must be accompanied by Bid-Securing Declaration. Late bids will be rejected.

Bids (Technical Part) will be opened publicly in a virtual session immediately after the deadline for submission of bids, in the presence of Bidders’ representatives who choose to attend. All Bidders will be sent a link to attend the bid opening procedure virtually.

Attention is drawn to the provisions of the Bidding Document requiring the Employer to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

GRENLEC reserves the right to accept or reject any bid, and to annul the process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected prospective bidder(s) or any obligation to inform the affected prospective bidder(s) of the grounds for GRENLEC action. GRENLEC will not defray any costs incurred by any bidder in the preparation of bids.
