The Government of Grenada has received financing from the GEF Trust Fund, administered by the United Nations Environment Programme (UNEP), toward the cost of the Accelerating the Introduction of Low-Emission and Climate-Resilient Electric Mobility in Grenada project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Assignment”) include the provision of comprehensive technical advisory services covering fleet electrification feasibility analysis, national strategy development, capacity building, pilot design, monitoring and evaluation, regulatory and fiscal framework development, and the development of credit mechanisms to facilitate the scale-up of electric mobility in Grenada. The estimated implementation period is 21 months, with an expected start date of July 2026 through March 2028.

The Ministry of Infrastructure and Physical Development, Public Utilities, Civil Aviation and Transportation now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Assignment. Interested Consultants should submit information demonstrating that they possess the required qualifications and relevant experience to perform the Assignment.
Consultants may associate with other eligible consultants or firms to enhance their qualifications and experience. In the case of a joint venture or association, the lead member shall be identified and shall remain responsible for the overall delivery of the Assignment.
The selection process will follow the procedures for Individual Consultant Selection as outlined in the Public Procurement Act 39 and Public Procurement Regulations SRO 32.
Main Duties:
● Develop a fleet electrification feasibility analysis;
● Deliver Two (2) multi-stakeholder consultation workshops on the strategy,
including workshop reports;
● Finalize national low-carbon and climate resilient sustainable mobility strategy;
● Prepare detailed design of the gender-sensitive e-mobility capacity-building
mechanism;
● Develop three (3) “Train-the-trainers” training sessions;
● Prepare three (3) policy briefs on the three topics covered in the capacity-building
mechanism;
● Develop driver pilot protocol, operation and safety training;
● Execute monitoring and evaluation methodology, including before and after driver
questionnaires;
● Prepare report on regional and international good practices, with a focus on
SIDS, for regulating the importation of conventional and electric vehicles and
regulating charging infrastructure, and recommendations for Grenada;
● Prepare report on regional and international good practices, with a focus on
SIDS, for fiscal incentives and import tax structures for electric vehicles, including recommendations for Grenada;
● Deliver one (1) multi-stakeholder consultation workshop for developing a
structured and time-adjusted tax proposal for accelerating the introduction of electric vehicles;
● Prepare reports on regional and international good practices, with a focus on
SIDS, on structuring public-private national, regional and international credit
mechanisms that facilitate the introduction of electric mobility at scale in government fleets, public transport and tourism.
● Deliver one (1) consultation workshop with the government, public and private local, regional and international financiers and private sector distributors on the development of one project proposal for creating a Grenada Development Bank (GDB) administered credit mechanism, and workshop report;
● Deliver one (1) project proposal for creating a GDB-administered credit
mechanism for facilitating the scale up of electric vehicles in government fleets,
public transport and the tourism sector;
● Prepare report of regional and international good practices, with a focus on SIDS,
for regulating electric vehicle end-of-life and EV battery reuse, and recommendations for Grenada
● Support preparation of the national strategy and related consultation workshops
The Qualification Criteria are:
● Advanced degree (Master’s or higher) in engineering, transport planning, energy, environmental science, or a related field
● Proven experience in at least five (5) projects related to multilateral or international funding agencies and electric mobility
● Work experience on projects related to fleet electrification feasibility analysis
● Experience in electric vehicle business model identification and analysis
● Knowledge of technical requirements for charging infrastructure and electric vehicles
● Experience in electric vehicle operation monitoring and techno-economic and environmental performance analysis of electric mobility
● Proven experience in public policies, regulatory affairs (e.g. tax), finance and investment of electric vehicles and related infrastructure
● Proven experience in the development of training courses on reusing, recycling, and disposing of vehicles
● Strong analytical, research, and report-writing skills
● Excellent stakeholder engagement and facilitation skills
● Ability to work effectively with government agencies and international partners
● Strong written and oral communication skills in English
● Familiarity with the SIDS context, preferably in Grenada
