CONSULTANCY SERVICES – CLIMATE FINANCE COMMUNICATIONS SPECIALIST

Background:
Grenada’s economy depends on climate-sensitive sectors such as tourism, agriculture, and construction, which are highly exposed to extreme weather and sea-level rise. To transition to a low-carbon, climate-resilient economy as outlined in its Nationally Determined Contributions (NDC) and National Adaptation Plan (NAP), Grenada will need more than $500 million in investment over the next decade. However, limited access to international climate finance and innovative financing options highlights the need for private-sector engagement.

To address this, the Government of Grenada, through the Grenada Development Bank (GDB) and the Green Climate Fund (GCF), are leading a readiness project to strengthen local capacity for climate finance. The initiative includes frameworks and training for private-sector stakeholders on green finance management, climate risk screening, and investment planning. Through various targeted training and policy development, the project aims to foster an environment where the private sector can actively contribute to Grenada’s climate adaptation and mitigation efforts.

Targeted beneficiaries include:
a)financial institutions – commercial banks, development banks, credit unions, regulatory bodies
b)insurance companies and insurance service providers
c)private sector businesses – hoteliers, micro, small, medium, and large commercial businesses
d)commodity boards and state-owned enterprises
e)private sector education and medical service providers, and training agencies
f)construction service providers – builders, architects, engineers, etc

Consultancy Objectives:
The Government of Grenada, through the Grenada Development Bank (GDB), is seeking to engage a Climate Finance Communications Specialist who will be responsible for implementing deliverables for the following Outputs:

o Output 2.4.2: A communication strategy for the validated assessment report on barriers to private sector investments in climate change mitigation and adaptation by micro, small, and medium-sized enterprises (MSMEs) in Grenada and the enabling environment assessment report.
o Output 2.4.5: A sector-tailored communication strategy to create awareness about private sector-specific climate challenges, as well as climate finance benefits and returns from climate action, and implementation mechanisms.

Timeline:
The Climate Finance Communications Specialist will be engaged in a fixed-price consultancy to be implemented over four months.

Key Qualifications and Experience:
The Climate Finance Communications Specialist must possess the following key qualifications, skills, and demonstrated experience:

Education:
•An advanced degree in environmental policy or science, communications, journalism, political science, or international relations.
•A certificate in digital media training will be an asset
•Training in marketing will be an asset

A background in other areas may be considered based on experience and performance in previous positions.

Experience:
•A minimum of five (5) years of successful, verifiable, and relevant experience in the communications/journalism environment, preferably in the Caribbean, or other regions of a similar nature, with insight into local, financial, and cultural contexts for climate finance, adaptation, and mitigation.
•At minimum five (5) years of experience developing communication strategies for multilateral organizations, or private sector organizations
•Knowledge of climate finance, climate change adaptation, and mitigation strategies, and experience in developing communication strategies for the same

Skills and Competencies:
•Experience in developing and implementing strategies and comprehensive plans to promote climate adaptation/mitigation
•Experience in using all forms of media, including social media, PR, and digital campaigns, to amplify messages and mobilize audiences
•Experience in communicating and working with a wide range of stakeholders: private financiers and investors, governments/government agencies, MSMEs, media, etc
•Experience in translating scientific data into clear, engaging content for policymakers and the public

•Experience in interpreting complex climate data and crafting compelling narratives that resonate with targeted audiences
•Strong analytical skills and ability to adapt to the national context
•Excellent advocacy, communication, and organizational and project management skills
•Proactive, motivated, and meticulous with an ability to be flexible and adaptive
•Strong knowledge of Microsoft Office applications, mainly Excel, Word, and PowerPoint, Adobe Suite of applications, Canva, etc.

The GDB now invites individual consultants (“Consultants”) to indicate their interest in providing these services. Firms may propose qualified individual consultants for this assignment; one individual consultant per firm. Only the experience and qualifications of individuals will be considered in the selection process.

Selection Process:
The selection process will follow the procedures for Individual Consultant Selection as outlined in the Public Procurement Act 39 and Public Procurement Regulations SRO 32. Consultants will be evaluated based on the following criteria:

• Relevant qualifications – 35%
• Relevant experience – 65%

Only shortlisted consultants from the Expression of Interest process will be invited to submit full proposals (technical and financial)

Submission Guidelines:
Expressions of Interest must be submitted with the headline GCF Readiness and Preparatory Support Programme – Climate Finance Communications Specialist on or before 3 pm EST, August 06th, 2026, and include 1) A Statement of Capability, with an indication of availability, and 2) A Curriculum Vitae with relevant accomplished works.
