As you all may know by now, the Central Procurement Unit has been steadily rolling out it’s E-procurement system called Intend. This software is poised to revolutionize the way in which the Government of Grenada conducts its public procurement. In this post, we’ll explore what electronic procurement is, how it works, and why it is essential for modern government purchasing.
What is E-Procurement?
E-procurement, short for electronic procurement, refers to the use of digital platforms and tools to manage the public procurement process. In the context of Grenada, it covers everything from publishing tenders and inviting bids, to awarding contracts, and managing supplier relationships. It replaces traditional paper-based systems with automated workflows, making the process faster, more accessible, and more transparent. Simply put, it’s how governments buy goods, works and services online from medical supplies and IT systems to infrastructure projects and consulting services.
How does e-procurement work?
E-procurement systems operate through dedicated software platforms that connect government buyers with potential suppliers.
This means that at minimum two things are required by interested parties: a computer, and internet access.

Once these needs are met, suppliers are typically able to register on the respective platform, and in turn view the published tenders and submit their bids.
Why is e-procurement important for modern government purchasing?
- Electric government procurement promotes efficiency and speed, by reducing and eliminating manual and costly processes such as printing, mailing, and hand delivering documents. This reduces administrative overhead, shortens procurement cycles, and minimizes opportunities for corruption or error. This in turn contributes to the government’s sustainability goals of reducing its Carbon Footprint by removing the reliance on paper-based systems.
- Additionally, with the increase in disasters brought on by climate change, it’s pertinent that essential goods and services can be quickly procured with clear tracking and accountability during a time of crisis.
- It also supports the collection of data such as purchasing trends and supplier performance, as all the data is stored on one centralized platform. This data can then be analyzed and used for informed decision making and optimizing future purchasing strategies.
- E-procurement opens the door to a wider range of suppliers, including small and medium enterprises (SMEs), by lowering entry barriers. This promotes healthy competition and innovation in public purchasing.
To conclude e–procurement is more than just a digital tool- it’s a powerful catalyst for good governance. It helps governments operate more efficiently, transparently, and responsibly, all while reducing costs, improving competition, and fostering better supplier relationships.
