The Government of Grenada (GOG) has secured funding through the World Bank (WB) to pursue the Caribbean Efficient and Green-Energy Buildings Project (CEGEB) Project. The Project Development Objective (PDO) is to increase the share of utility-scale renewable energy generation and private-sector participation in renewable energy development in Grenada.

This consultancy supports the Public Utilities Regulatory Commission (PURC) in reviewing GRENLEC’s retail tariff proposal. While the independent preparation or updating of a Cost-of-Service (CoS) Study is excluded from this scope, the Consultant shall evaluate the proposal against the established CoS framework and supporting regulatory documentation provided by PURC. the Commission seeks to engage the services of a qualified consulting firm to provide independent technical and regulatory advisory support during the review of the utility’s retail tariff proposal, including assistance, where necessary, with stakeholder and public consultation processes undertaken in accordance with the Tariff-Setting Methodology Regulations, 2022.
