The Government of Grenada has received financing from the World Bank toward the cost of the OECS Data for Decision Making (DDM) Project and intends to apply part of the proceeds for the consulting services outlined in this Request for Expressions of Interest (REOI).

 

The consulting services (“the Services”) include undertaking a comprehensive feasibility study to assess Grenada’s readiness to transition from a traditional Population and Housing Census (PHC) to a register-based or partially register-based approach to produce official demographic and social statistics. The assignment will assess the legal, institutional, technical, operational and data quality dimensions of Grenada’s administrative data holdings and develop a practical roadmap for implementing a register-based census approach, drawing on international standards, guidance, and country experiences.

 

The estimated duration of the assignment is eight (8) months from the date of contract signing. The Consultant will not be required to remain in Grenada for the full duration of the assignment and may undertake portions of the work remotely, subject to an agreed programme of stakeholder consultations, presentations, and in-country missions. The assignment will be coordinated through the Central Statistical Office (CSO), Grenada.

The Ministry of Mobilisation, Implementation and Transformation now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services.

 

Interested Consultants should provide information demonstrating that they possess the required qualifications and relevant experience to perform the Services (Curriculum Vitae detailing qualifications and experience in similar assignments, description of comparable assignments undertaken, and contact information for at least three professional referees).

 

Qualification Requirements
Interested Consultants should possess the following minimum qualifications:
• Master’s degree in Statistics, Demography, Data Management, Economics, Public Policy, Information Systems, or a related field.
• Minimum of ten (10) years of professional experience in official statistics, including population and housing censuses, demographic statistics, administrative data systems, or statistical modernisation.
• Demonstrated experience undertaking feasibility studies, assessments, design or implementation of register-based, administratively based or combined population and housing census approaches.
• Demonstrated experience conducting inventories and quality assessments of administrative data holdings, including evaluation of data quality, completeness, consistency, interoperability, and fitness for statistical purposes.
• Practical experience assessing personal identification systems, unique identifiers, record linkage methodologies and administrative data integration arrangements.
• Experience reviewing legal frameworks, institutional arrangements, data-sharing protocols, statistical confidentiality provisions and governance arrangements for administrative data.
• Demonstrated experience preparing diagnostic reports, feasibility studies, technical recommendations, and implementation roadmaps.
• Experience facilitating stakeholder consultations, workshops and validation sessions with National Statistical Offices, Ministries, Departments and Agencies or other data custodians.
• Experience providing technical advice to governments, National Statistical Offices, regional organisations or international development partners on official statistics, administrative data, or statistical modernisation.
• Experience working within the OECS, CARICOM, Latin America and the Caribbean, or other Small Island Developing States (SIDS) will be considered an asset.
• Excellent analytical, report writing, presentation and communication skills in English.
• Sound knowledge of relevant international guidance, including the United Nations Principles and Recommendations for Population and Housing Censuses, UNECE Guidelines on the Use of Registers and Administrative Data for Population and Housing Censuses, the UN Handbook on Register-Based Population and Housing Censuses, and related international standards.

 

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.15, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

Selection Method
Selection will be carried out using the Individual Consultant Selection method in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025.

 

Submission Guidelines
Expressions of Interest shall be submitted in English no later than 7th August 2026 at 3:00pm (AST) and clearly labelled:
