The Government of Grenada has received financing from the GEF Trust Fund, administered by the United Nations Environment Programme (UNEP), toward the cost of the Accelerating the Introduction of Low-Emission and Climate-Resilient Electric Mobility in Grenada project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Assignment”) include the provision of comprehensive technical advisory services covering fleet electrification feasibility analysis, national strategy development, data systems, capacity building, pilot design, monitoring and evaluation, and regulatory and fiscal framework development for electric mobility in Grenada. The Technical Advisor will serve as the principal technical resource to the Project Manager and Executing Agency, providing technical oversight, quality assurance, strategic guidance, and implementation support across all project components. The estimated implementation period is 21 months, with an expected start date of July 2026 through March 2028.

The Ministry of Infrastructure and Physical Development, Public Utilities, Civil Aviation and Transportation now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Assignment. Interested Consultants should submit information demonstrating that they possess the required qualifications and relevant experience to perform the Assignment.
Consultants may associate with other eligible consultants or firms to enhance their qualifications and experience. In the case of a joint venture or association, the lead member shall be identified and shall remain responsible for the overall delivery of the Assignment.
The selection process will follow the procedures for Individual Consultant Selection as outlined in the Public Procurement Act 39 and Public Procurement Regulations SRO 32.

Main Duties:
● Support the Project Manager on the technical decisions to be made
● Technically advise the Executing Agency and project partners
● Gather national and international technical data and information
● Prepare and review technical documents for the project
● Support the ToR preparation and hiring of personnel
● Prepare, lead and execute technical workshops
● Prepare and lead technical trainings
● Support and advise on the pilot project decision-making by providing technical advice, gathering market information, and engaging with potential partners
● Participate, collaborate, and contribute to regional platform activities
● Contribute and participate in peer-to-peer global and regional activities and events
● Advise project partners, stakeholders, ministries, and technical advisors
● Prepare gender-sensitive detailed pilot design
● Undertake any additional deliverables necessary for execution of the e-mobility project
● Support preparation of the national strategy and related consultation workshops
● Provide general support to the Project Manager for the duration of the consultancy

The Qualification Criteria are:
● Advanced university degree (Master’s or higher) in engineering, transport, energy, environmental science, or a related field
● Minimum of five (5) years’ experience in electric mobility or sustainable transport projects or related fields
● Proven experience in at least five (5) projects related to multilateral or international funding agencies and electric mobility
● Experience in fleet electrification feasibility analysis and EV systems
● Experience in electric vehicle business model identification and analysis
● Knowledge of technical requirements for charging infrastructure and electric vehicles
● Experience in electric vehicle operation monitoring and techno-economic and environmental performance analysis
● Proven experience in public policy, regulatory affairs, finance, and investment related to electric vehicles and infrastructure
● Experience in developing training courses on reuse, recycling, and disposal of vehicles
● Experience working with multilateral or international organizations
● Strong analytical, communication, and stakeholder engagement skills
● Experience working in SIDS contexts is an asset

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in UNEP’s applicable procurement regulations.
