The Government of Grenada has received financing from the GEF Trust Fund, administered by the United Nations Environment Programme (UNEP), toward the cost of the Accelerating the Introduction of Low-Emission and Climate-Resilient Electric Mobility in Grenada project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Assignment”) include the conduct of a comprehensive analysis of Grenada’s electricity distribution grid to assess its capacity to manage the integration of renewable energy and electric mobility infrastructure, and the delivery of a workshop on grid stabilization and frequency control. The estimated implementation period is 5 months, with an expected start date of September 2026 through January 2027.

The Ministry of Infrastructure and Physical Development, Public Utilities, Civil Aviation and Transportation now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Assignment. Interested Consultants should submit information demonstrating that they possess the required qualifications and relevant experience to perform the Assignment.
Consultants may associate with other eligible consultants or firms to enhance their qualifications and experience. In the case of a joint venture or association, the lead member shall be identified and shall remain responsible for the overall delivery of the Assignment.
The selection process will follow the procedures for Individual Consultant Selection as outlined in the Public Procurement Act 39 and Public Procurement Regulations SRO 32.
Main Duties
● Evaluate the current electricity distribution grid of Grenada
● Carry out a workshop on electricity grid distribution interaction, stability and
frequency control
● Carry out an electricity distribution grid analysis, identifying national grid
requirements to manage the incorporation of renewable energy and electric
mobility infrastructure
The Qualification Criteria are:
● Advanced degree (Master’s or higher) in electrical engineering, power systems, energy, or a related field
● Proven experience in at least five (5) projects on the evaluation of electricity distribution grids
● Proven experience working with electricity distribution grids in the region
● Work experience in the integration of renewable energy arrays with electric vehicle charging infrastructure
● Proven experience in at least five (5) projects related to multilateral or international funding agencies and electric mobility
● Technical expertise on electricity distribution grids
● Experience in the evaluation of business models for renewable energy systems and electric vehicle charging infrastructure
● Strong analytical, research, and report-writing skills
● Excellent stakeholder engagement and facilitation skills
● Ability to work effectively with government agencies, utilities, and international partners
● Strong written and oral communication skills in English
● Familiarity with the SIDS context, preferably in Grenada
